Governor Bob Scott asks a 9-member task force of educators, business leaders, parents, and students to draft a plan by March to reduce fear and unrest in NC public schools. He stresses climate of learning, not race, and cites discipline and large class issues as causes.
The United States alerts naval and air units to back a warning against Cuban attacks on commercial ships. The State Department says it will aid ships under attack if requested by the registering nation and may take measures under international law to protect citizens and freedom of navigation. The Pentagon will implement initial measures to support the stance.
Radio Pakistan said President Yahya Khan would hand power to a new representative government after shaping a fresh constitution. Protests erupted in Lahore and Peshawar as Bhutto supporters demanded Yahya's resignation while calls for talks between India and Pakistan were urged in New Delhi.

Col. Oran K. Henderson, the last high ranking officer tried, was acquitted of all charges of concealing the My Lai killings. Lt. William L. Calley Jr. was the only defendant convicted, with his murder sentence reduced on appeal. The case cost millions and involved 106 witnesses at Henderson's trial.
