Plan reshapes House seats under one man one vote rule
The proposed redistricting replaces county based allocation with a shift model. It concentrates 120 seats among 17 Piedmont counties, boosting mid state regions while the far east and far west lose seats. Under the draft plan eighteen western and eighteen eastern counties would elect 22 representatives, down from 37 previously, ahead of a January 10 special session.
