Raleigh AP reports a North Carolina State University student was found alive today bound and gagged in the same manner as another student who was found dead Tuesday.
American and North Vietnamese accounts clash after raids around Hanoi. U S sources say rail and truck yards near the city center were attacked while communists allege bombing of the capital. U S pilots report hits on a truck depot and rail yard with several MIGs downed and pilots missing.
The Soviet government announced an 8 percent rise in defense spending for 1967 to 14.5 billion rubles, up from 13.4 billion in 1966, blaming U S aggression in Vietnam and noting Western experts see much of military funding hidden in other budget areas.
Belgium with Britain and Canada seeks a broad NATO review to shape a more cohesive Atlantic community. Foreign Minister Harmel urged authorization for a 12 month study by Secretary General Brosio to explore treaty amendments and expanded European political economic and military consultation before US talks.

Walt Disney, creator of Mickey Mouse and head of an entertainment empire, died in Burbank at 65 after recent lung surgery. Survived by wife Lillian and two daughters, he built Disneyland and a prolific studio famed for Snow White and Mary Poppins and earned hundreds of awards.
Mayor R E Little III urged calm as dynamite was found near two Negro churches and a Negro school in Wadesboro North Carolina daytime of incidents. A Negro home car bombing occurred and whites cars were peppered with shotgun blasts. The Rev Asa Bell NAACP committee worker said youths confessed though officials did not confirm. SBI FBI and local police continued around the clock inquiries with possible retaliation by Negro merchants boycotts.
