New State School Law Praised By Coltrane
E. J. Coltrane of Salisbury told a Bay Street PTA audience the new North Carolina school plan rests on six features. It preserves local taxing power, encourages local initiative and self determination, sustains local educational interest, allows healthy growth, and equalizes opportunity to a fixed standard.
