Resignation of Packard Accepted
Washington AP Da vid Packard a multimillionaire electronics executive who worked to reform costly Pentagon buying practices resigned Saturday after nearly three years as deputy secretary of defense. President Nixon accepted his resignation effective Monday with deepest regret. Packard cited strictly personal reasons in his letter to Nixon and said he is neither a politician nor a bureaucrat by temperament. He clashed at times with John B Connally and budget officials but there was no evidence of policy differences. Packard, 59, noted in his letter the importance of Nixon's re election to the welfare of the United States and the free world. White House aides said no successor was named, though Robert C Moot, the defense comptroller, was floated as a possibility. Packard helped push reforms in buying, administration, and major programs like the F14 and Lockheed contracts. Melvin Laird praised Packard for better management and planning. Sources said Packard once offered to quit over a disputed bomber project but stayed on after a fight.
