Saigon Viet Nam South Vietnam announced the United States has agreed to an across the board increase in aid to fight the Viet Cong and hinted the war will expand beyond the country. The communique said the aid will improve program execution and restrain Hanoi's infiltration of men and equipment. It noted air defense will be strengthened with more U S fighters and equipment, but details remain secret.
U S officials say agreement with South Viet Nam on a plan to intensify the war against Communist guerrillas, with possible actions against supply lines in Laos. air strikes beyond South Vietnam were not confirmed and North Viet Nam actions are not planned at this stage. President Johnson directed immediate preparation with Saigon leaders to step up military and civilian efforts, aiming to stabilize South Viet Nam though rapid gains are unlikely.
In Raeford North Carolina defense for Willie Smith 35 and Rudy Bruton 22 rested their case in the murder trial of a state trooper in Hoke County. Dr Bruce Kyles testified Smith had an IQ of 71 mild mental deficiency and mental age 8 9 but competent to stand trial. Bruton testified hearing four shots and Smith emerging from the cornfield before the patrolman's fate was discussed further.
Kathleen Lindsay, 36, of North Carolina, was found innocent after testifying that a broken heart led her to drive the wrong way on a London one way street. The court noted her demeanor in the witness box and awarded 30 guineas costs.
McNamara approved drastic streamlining moving 150000 Army reservists and units into the National Guard and placing 150000 more in a general pool for emergencies. The Organized Army Reserve would largely vanish, while the Guard would expand to about 550000. Savings of about 100 million dollars in year one are anticipated to reinvest in modern equipment. A combined Air Force Reserve and Air Guard reorganization is also contemplated.
