Collier noted 150,000 customers in 60 Piedmont communities and said higher tolls from Transcontinental Gas Pipe Line Corp drive the increase. The pipeline sources gas from Texas and southern Louisiana fields.
Massachusetts sharpens consumer protection by allowing lemon car owners to halt payments until repairs are made and bans the holder in due course doctrine. National groups push for similar laws as fraud debates surface over swindles in home improvements records and appliances.
