North Carolina lawmakers were told local governments could net about 86.5 million from new taxes proposed by the Tax Study Commission. The plan envisions a 1 percent local sales tax, a 10 percent local income tax, and a $5 motor vehicle license fee, with Mecklenburg County already levying a 1 percent sales tax. Examples show counties and cities would gain substantial sums, such as Alamance County 752,153 from sales and 314,365 from income, and Durham County 1,077,858 and 415,319 respectively.

A nine member commission split today over a tobacco tax proposal to raise extra revenue. Wills Hancock of Oxford and Harry B. Caldwell Sr. of Greensboro filed a minority report opposing any tobacco tax. They argued the levy would be unfair to users and unfair compared with existing taxes, noting cigarettes are already heavily taxed.
AFL CIO President George Meany, marking the UN Human Rights Day, rejects proposals for limited unemployment, urging full employment to meet minority job demands. He targets Nixon advisers McCracken and Stein, arguing inflation fear cannot justify job denial and urging an expanded economy to provide jobs for all.
Moscow reports next year's defense budget at 17.7 billion rubles, an all time high, with Finance Minister Vasily Garbuzov presenting a 133.8 billion ruble national budget. The rate is $1.41, and observers say much of military spending is obscured in other budget items.
In Paris the Viet Cong National Liberation Front charged that after President Johnson ordered a sharp incident in North Vietnam the United States has increased B52 sorties in South Vietnam. A spokesman said U S bombing near Da Nang caused civilian harm, and warned of greater battlefield defeats if peace talks fail. The statement also compared Vice President Ky to Hitler and noted the NLF’s role ahead of North Vietnam’s delegation.
Washington AP reports a Senate subcommittee opened an investigation into the credit reporting industry. Sen. Hart criticizes debt collectors at bureaus as a weapon against citizens credit ratings while witnesses urge federal controls. Others caution against impairing essential reporting services amid industry defenses.
