Park development hinges on land suits in Smokies
Horace Kephart says National Park Service will begin active Smokies development once land condemnation cases, led by Champion Fibre of Canton and major lumber firms, are settled. New superintendent will survey and plan roads inns and admin buildings, with construction likely only after suits are resolved.
