President reads his address to Congress outlining national defense plans. Officials and analysts note emphasis on modernization, readiness, and strategic deployments as the session opens.
President Wilson in his Congress address outlines defense needs and a new Pan American doctrine. He condemns neutrality threats from foreign sympathizers and presses for a merchant marine, government backed credits, rural relief, and Philippine independence, with strong bipartisan applause for naval and army expansion.
Freight train No 2 and passenger train No 29 of the Seaboard Air Line collided head on between Bacula switches in Georgia at 7 50 last night. Fireman George Armstrong was killed and both engineers lightly injured. Eight white and five colored passengers also suffered minor injuries.
North Carolina will play a conspicuous role at the Southern Commercial congress opening in Charleston next week. Cabinet members including Dent, Carrison, McAdoo, and Wilson will attend with plans to discuss defense, new ship purchase measures, unemployment cures, and rural credit. E. L. Darghaze and A. E. Tate will lead the state delegation, with Samuel L. Rodgers speaking on southern progress and David Lubin directing rural credit symposium. Theodore Marburg will discuss International Anarchy.
Secretary Lansing replied to Germany that the United States had requested the withdrawal of Captain Boy-Ed and Captain von Papen over military and naval activities. He refused to disclose details or sources, noting no further comment and that President Wilson approves the position.
Reports from Tokyo indicate Japan will shield residents and interests in Shanghai amid new disturbances. Several Japanese warships are already on site and a cruiser departing Yokohama is thought to head for Shanghai.

The Pointer Club of America reports progress on the all age stake of the annual field trials near High Point. Eleven braces ran yesterday with 22 dogs and handlers listed. two and a half braces remain before the second series, as judges Costa and Atlen oversee the event with Bryant and Gibb handling field duties.
The city manager has gathered signatures from a majority of property owners on two Commerce blocks to fund and proceed with paving. If the council approves, construction will start soon as the majority supports the improvement and guarantees pro rata payment.
The war office reports French forces in southwest Serbia near the Varda river have been compelled to retreat. It also announces the capture of Ipen, Montenegro.
Berlin reports the capture of 250 men and the seizure of an advance French trench in the Campagne district. Sixty prisoners were taken in the action announced by the war office.
Washington December 7 The Democratic national committee met to fix the time and place for the next convention. St Louis claims priority while Chicago and Dallas dispute. McCombs urged unity and effort as Pence was elected secretary pro tem to manage nominations amid Kentucky and Oregon contests.
