A fragmented new Congress will begin amid uncertainties with Democrats aiming Garner and Rainey in key posts. Republicans hold the Senate by narrow margins, promising a tediously balanced struggle over legislation, tax revision, and prohibition debates.
Detroit dispatch reports Lowell R. Bayles of Springfield Mass. crashed at Wayne County airport while traveling near 300 mph. The plane spun and struck ground at 75 feet, bursting into flames. Wreckage scattered along the 1.8 mile course, with observers noting a fatal end to his bid to break the world speed record.
The Hoover administration lines up the annual message to Congress with notes to delay aid for railroads. A new government finance corporation is proposed, potentially with at least one billion dollars in capitalization. Hoover plans to present deficit and tax ideas in a separate release, Mille declining further details.

He stopped in Miami once and flew Havana to New York in 7 hours 30 minutes elapsed. Reichers’ round trip time improves Hawks’ overall record by nearly a day and a half.
A fire on East 115th Street destroyed the interior of a five story tenement. About a score of families were made homeless and four people were injured in the blaze reported today.
George Jackson, a South Carolina farmer, was convicted of murder for killing six kinsmen on October 26 near Wagener. Judge W. H. Townsend set January 15 for execution and refused a stay or insanity defense claim. He denied a request for a new trial.
The North Carolina Cotton Manufacturers Association closed its annual meeting in Pinehurst with re election of all officers and completion of incorporation. Eighteen directors were chosen for terms up to three years as resolutions attacked state freight rates and New York Cotton Exchange premiums while endorsing balanced production and urged members to report relief efforts in individual cases.
A Mukden dispatch reports an unconfirmed Chinese source says General Honjo ordered Chinese troops west of Chinchow to withdraw immediately. Dr. Alfred Sze told the League of Nations council the Chinese will not evacuate Chinchow and will fight if needed. He then conferred with Ambassador Dawes on U S stance.
William C. Harris a fertilizer company collector from Kinston reported being held up by two armed white men and an unarmed black man who seized 2800 in cashier's checks and car keys near the Lenoir Dupin county line. Deputy J Peter Taylor was present off duty as a companion. Authorities in Lenoir and Dupin searched for clues.
A nine year old girl told the Board of Public Welfare of starvation at home as her father lies ill while the family survives on corn mush and cornbread. Welfare workers confirmed the hardship and urged support for High Point’s Enterprise Empty Stocking fund, which has raised 131.76 so far from local donors.
Raleigh December 5 Governor Gardner defended his parole policy and Tyre Taylor amid Judge A. M. Stack’s charge that executive interference cripples the courts. He said he will expand pardons and paroles to aid reform while acknowledging occasional parole errors.
Mrs. J. C. Turner, 86, died at her Blair Street home Saturday morning. Survived by husband M. W. Turner of Chattanooga Tennessee daughter Mrs. R. O. Little of Thomasville brother Elzie Cooper Albemarle and sister Mrs. Ben Hilliard Asheboro. Funeral services Sunday at 3 p.m. at the home. Interment Unity Chapel cemetery.
Senate Foreign Relations Committee Chairman Borah proposed settling the American adherence issue this session after domestic matters. He denied plans to defer the vote, signaling renewed effort though opponents gain confidence. Ratification needs two thirds.
