Intelligence clash over Vietnam war estimates at high command

Westmoreland’s upbeat public reports mask a hidden rift with the Pentagon over enemy strength estimates. McChristian’s higher figures irritate McNamara who fears draft calls and reserves, while Air Force and field commanders push back against inflated numbers.

Notes on news estimates and infiltrations in Vietnam

Westmoreland relies on observation counts and detectors for estimates. Intelligence specialists say his figures are conservative and more North Vietnamese infiltrated the south than counted. Infiltration estimates ranged 10 000 monthly in 1966, up to 14 000 in June 1966. Viet Cong recruitment in the south around 7500 monthly. After bombing started Feb 7 1965 infiltrations rose to a minimum 5 000 6 000 and max 14 000 monthly. Pressure from the Pentagon to lower estimates. McChristian refused. Confirmed infiltrators declined since 1966 due to individual replacements. With McChristian in Texas estimates dropped to 5 000 6 000 monthly and VC recruitment around 3600 monthly. Some experts think McNamara misreads, others say VC struggle to keep strength. A year earlier VC battalions faced fragmentation, but McChristian argues such retreat would imply VC belief they were losing, a view later supported.
