Tension rises in Berlin as three Soviet armored cars enter the Western sector while an American convoy proceeds on the autobahn with little interference. Soviet guards reach the Soviet war memorial at Checkpoint Charlie after a six minute delay, while a West Berlin refugee death sparks anger, and Mayor Willy Brandt urges calm.
In Geneva the United States Britain and France agreed to restart nuclear test ban negotiations with the Soviet Union and others. Ambassador Dean said private talks with Kuznetsov failed to narrow the East West gap but paved the way for new negotiations. The 17 nation disarmament conference had suspended talks over on site inspections for underground tests. Britain was consulted and Indian and UAR representatives urged renewed talks to avert further Berlin tensions.
Washington reports that calls for National Guardsmen and reservists remain unlikely despite Berlin tensions. The Regular Army now fields 16 divisions with eight ready in the United States and five in Europe plus one in Korea. Plans exist for quick reinforcement to West Germany, with pre-stocked arms in place and airlift readiness, though full deployment of two divisions would take longer than hours.
A JAMA report shows six brands tested over a year with filtered cigarettes yielding about one third the tar of standard smokes. Although tumors still formed in mice, the onset was slower and numbers were fewer with filtered smoke. The study notes industry marketing suggesting lower tar with new brands, while opponents dispute cancer risk reductions. In Washington, Emery E Jacobs denies ordering a rigged Estes probe and refutes claims of collusion with Under Secretary Murphy.
West Berlin Mayor Willy Brandt urged residents not to give Communists any excuse to portray the city as unstable. He said the welfare of the city is more important than anger toward the wall, which must go, but until then Berlin must endure.
The United States Britain and France asked the Soviet Union to join in talks in Berlin to prevent further Berlin tensions. The three powers warned Moscow that the West will not yield on Berlin rights and that the Soviets cannot unilaterally alter the postwar setup or hand responsibilities to East Germany.
Fayetteville sheriff reports 19 year old Georgia Ann Miller in custody after admitting she set a couch fire that killed her 2½ year old daughter Jeanette. Autopsy planned. Miller held without bond as investigators seek full account of events at their Spring Lake home near Fort Bragg.
A major blaze in Henderson South Carolina destroyed the 50,000 square foot Carolina Tobacco Warehouse, causing an estimated loss over 100000 dollars. The fire began around 3 a m, threatening nearby homes and businesses before the building collapsed by 5 a m. The timing spared the tobacco marketing season set for next Thursday.
Walnut residents protested a school consolidation plan, gathering 500 at the jail after arrests of seven locals accused of conspiring to interrupt a public school. Meanwhile Marshall High opened late as about 126 Walnut students avoided the Marshall campus while buses carried only a fraction of the usual Walnut riders.
