Housing Expediter Tighe Woods predicts further rent control rollbacks, with ceilings to be lifted in about a third of areas. He cites budget cuts reducing housing staff from 5,600 to 3,000, delaying specifics on which regions will be de controlled and stating details in a week.
Raleigh reports Attorney General Harry McMullan ruled that local school boards may terminate teacher contracts at any time for any just grounds with formal notice. The digest also says teachers cannot serve as district committeemen or school board members, constituting double office holding under state law.

Prices for most tobacco grades in the Carolinas border belt showed only a small rise with increases of $1 to $2 per hundred pounds. Best thin and nondescript moved to season highs while declines were mainly for lower quality. Volume stayed heavy as quality of offerings fell with sales led by common to good leaf and fair to good lugs and low and fair cutters.

A study of The Forty eight State School Systems shows total public school expenditures per pupil more than doubling from 82.70 to 178.71 between 1937-38 and 1947-48. Adjusted for price changes the real gain is about 28 percent with higher teacher salaries.
Finland moves to crush a nationwide communist strike wave after a violent clash in Kemi where police and lumberjacks exchanged fire. Maj. Gen. Arne Blick reports one striker killed and nine injured as unions plan widespread walkouts amid the devaluation of the Finnish mark. The government vows to defeat the communists and prevent a communist government.
A British European Airways Dakota transport plane crashed near Ildham while approaching Manchester in fog and mist. Of 32 aboard, 22 were killed as the aircraft fell into Dow Valley 13 miles northeast of Manchester, with witnesses noting the craft broke apart and exploded on the moor.
Governor Scott will fly from Raleigh at 6:30 a.m. to Columbia South Carolina to review National Guardsmen of the 30th division at Fort Jackson at 9 a.m. He then flies to Asheville Hendersonville airport and drives to Canton for a Haywood county picnic at 3:30 p.m.
