President Wilson invited railroad presidents to Washington to discuss the national strike and arbitration. He may bypass the managers and seek direct talks with the ultimate authorities of the railroads to press plans for an eight hour day and related issues.
Public health officers and delegates from nearly all states met in Washington to discuss steps to halt the spread of infantile paralysis. Secretary McAdoo said federal and state coordination is essential to standardize regulations and protect the public.
W HeSLANE sells the High Point Machine Works to the D M Osborne Machine Co of Cleveland Ohio. Slane will move machinery to Cleveland and keep the building on East Russell street. The firm has about 50 000 annual business and Slane may return in a new venture.
Allied lines advance north of the Somme and near Guillemont with gains of trench length and rail center proximity at Peronne. Paris reports continued artillery clashes as British force moves west and southwest of Guillemont while Petrograd notes stiff Teutonic counterattacks in Galicia and 7500 additional Russian prisoners and 46 guns captured. Balkans show increased activity with Entente attacks near Lake Dorian repulsed.
Railroad presidents nationwide accepted President Wilson's invitation to confer in Washington on the strike situation. A group will depart New York at whistle for the capital this afternoon and another party will come from Chicago for the talks.
Parker R Anderson, Washington correspondent, sues the Observer Company of Charlotte for 50000 damages in DC court. He alleges the Charlotte Observer published a caricature and an offensive article alleging a statement that President Wilson would skip the Mecklenburg celebration in Charlotte on May 20. Attorneys Henry E Davis and L B Perkins represent him.
Washington, Aug. 17. Senate and house conferees agreed to keep a six million dollar naval yard equipment appropriation for Charleston New Orleans Puget Sound Boston Portsmouth and Philadelphia. They struck out 1.25 million for Charleston yard improvements and a 100 thousand dollar New Orleans wharf. a special Charleston project may be revisited next year if a favorable report is issued. The overall naval bill totals 313,391,843 dollars.
Passengers aboard the Cunard liner Alaunia report at Beal port a damaged British destroyer entering followed by a British cruiser. A shell is lashed to a large German submarine crippled and unable to sail. The fate of the submarine crew remains unknown.
Wesley Memorial Church hosts a sacred concert Sunday night featuring old fashioned hymns and music. No preaching is planned due to Dr. G T Rowe's vacation. Admission is free, with offerings to the Christian Endeavor city union to support its treasury for upcoming state convention events.
Secretary Lansing told the Mexican ambassador the American border commission would be appointed soon. The delay was due to President Wilson's focus on the threatened railway strike. No progress was indicated on fixing the commission meeting place.
Generally fair conditions continue tonight with light north to west winds. Friday brings similar weather as high pressure remains in control with gentle breezes and dry conditions.

Secretary of War Newton D. Baker will be guest of honor at the Greensboro conversation dinner hosted by the Greensboro chamber of commerce on September 7. A. L. Brooks of Greensboro arranged the invitation after calling the secretary to confirm attendance. The road opening is set for September 6. Brooks notes North Carolina’s Democratic prosperity and predicts President Wilson’s re election, classing him as progressive. Brooks will stay in Washington for several days before heading back to Greensboro.
Athens reports vast Greek forest fires dampen the queen's conservation drive. Queen Sophie, long a leading figure in Greece's woods and waters preservation, celebrates Arbor Day by planting trees but a wandering shepherd's sheep destroy the newly planted sapling.
A six-person party defied a federal ban and took a short motorboat ride on Jungfernsee near Berlin. Police chased and apprehended them. the boat valued at 13,000 marks was confiscated by the state.
Washington reports eight deaths by sickness among regulars and national guard troops on the Mexican border for the week ended August 12. Officials say the death rate is exceptionally low given about 140,000 men in the field and camps.
A conference between Frank Headley of New York Railways and the labor leaders failed to resolve differences that could trigger a new strike. Headley said only the president and directors could authorize a settlement.
Morehead City Aug 17 Lieutenant John E Ray of Raleigh is decorated with the service medal by Major Giddens for rescuing the son of Major S Glenn Brown of Greensboro who fell from a dock into Bogue sound and was saved by Ray.
Asheville April 17 Relatives arrived to ship the bodies of Mrs H D Harper killed by her husband Dr Harper and of Dr Harper who died by his own hand. The remains will go to Conetoe Folgecombe county for interment per the family wish. A later note describes a marriage of 15 year old Miss Maude Natier Harman to 26 year old William Meriwether in a magistrate office and their plans for a Louisville honeymoon.
Washington August 17 Progressives discuss participation in President Wilsons campaign at a conference with Wilson and the Progressive campaign committee members Bainbridge Colby Matthew Hale Albert Norton J Hopkins and Henry Wallace.
Gilbert W. Clark reports Rev. C. R. Sorrell declined the High Point call and will remain at Butlerville Indiana while considering a Missouri pastorate. Sorrell thanks the West End congregation and favors Missouri work. The pulpit committee screens candidates and Rev. F. L. Fiddler will stay until a successor is found.
The annual T P A banquet in High Point is postponed due to illness in the guest speaker R A Broyles of Atlanta. His brother's critical condition prompted the delay, with plans to reschedule for mid September.
Mount Clemens Michigan August 17 Roy Pettit 35 a night clerk at a local hotel was shot five times in the head on a downtown street by his wife who, after arrest, said he had sought the company of others too much. Many witnesses saw the tragedy.
New York reports a better trend in the infantile paralysis epidemic. In the 24 hours to 10 am today there were 32 deaths and 121 new cases, the third consecutive day of declines.
Minneapolis Aug 17. An additional gift of 350 000 to the fund of the national prohibition party was announced today from Mr and Mrs John P Coffin of Johnstown Florida.
Raleigh Aug 17 Banker Billie Nanders of Smithfield led praise from North Carolina bankers in a special session for Kitchin Overman and Simmons for opposing Albert Burleson's order making post offices clearing houses. The meeting endorsed uniform exchange and applauded Kitchin's stand against Burleson.
Lester Pethan was locked up this morning charged with entering the home of C. V. Cummins at the corner of Russell and Willowbrook streets. Mrs. Cummins identified him as the intruder. The community reports an uptick in home break ins and thefts. Pethan will be tried at tomorrow's municipal court.
