NASA announced final approval of a U S and Soviet coordinated weather satellite program and Echo type experiments. The plan includes a 1965 world magnetic survey and a fulltime Washington Moscow data link for cloud photographs and data from experimental mete orological satellites.
Jacksonville North Carolina AP report details a fatal crash early today involving two cars and a tractor-trailer. Thomas C. Oakley and Edward M. O Herron, both Marines with the 5th Marine Truck Company, died after their car swerved to avoid another vehicle and struck the truck.
Theodore A. Ediger reports on refugees from Cuba who fled Fidel Castro’s forces to Aguilla Cay as U.S. and British authorities watched. The island siege involved armed Cuban gunboats, strafing, and hostilities with no direct American military intervention on British territory. Refugees were rounded up and transported to Key West and Miami.

An American Air National Guardsman, Capt Hugh Lavallee, parachuted 20 000 feet into the sea near Cape Cod and was picked up by a Soviet fishing fleet. A U S Coast Guard helicopter retrieved him after the Russians signaled the rescue and ferried him to Otis Air Force Base. Lavallee, 29, from Springfield, is an insurance exec and University of New Hampshire graduate.
At least ten Russian fishing vessels appear in a photo made yesterday 60 miles southeast of Nantucket Island Massachusetts by Boston Globe photographer Frank Falacci. In the foreground, large stern trawlers are visible under calm seas and a cloudy sky.
