Compromise Saves Revenue Bill In Pickens Opinion
High Point assemblyman Pickens says a compromise saved the revenue bill after a House amendment struck the convenience and necessity clause. The Senate, backed by a utilities lobby, had refused the measure with the original provision requiring certificates from the Public Utilities Commissioner for municipal undertakings. A compromise would restrict the permit requirement to gas and electric projects.
