In Washington a dispute over a constitutional amendment allowing voluntary school prayer stalls in the House. Rep Celler opposes the measure and has blocked action, with 191 signatures on a discharge petition aimed at floor consideration. A lobbying push by Mrs. Ruhlin seeks 219 signers before recess ends.
New York Mayor John Lindsay announced he is switching parties to the Democrats, drawing mixed reactions from leading Democrats and Republicans. He did not commit to a presidential run in 1972, while the White House declined to comment. Republican Gov. Nelson Rockefeller criticized the switch as overdue.
A developing low pressure system about 250 miles east of Charleston is watched by the National Hurricane Center. Winds around 35 mph with heavier rain are reported east of the center as its movement slows. Navy reconnaissance planned to assess its strength.
California legislators send Gov. Reagan a compromised welfare reform package and a Medi Cal funding bill. The plan speeds into effect Oct 1 and saves about 350 million, with a projected 300 to 350 million deficit remaining in the 6.8 billion budget.
