U S jet fighters with air to air missiles head toward the Communist north to counter a reported MIG threat. No clashes reported but radar-identified flights prompted alerting and heightened patrols as 300 jets mass in readiness. China denounces U S reprisal, and North Viet Nam rejects a U N Security Council invitation amid tensions.

NEW YORK AP Former President Herbert Hoover celebrated his 90th birthday at the Waldorf Towers entertaining four old friends. He spoke of freedom of choice as America’s strength and noted regret over denial of equal opportunity for African Americans. He noted 19 million American Negroes may own more cars than many other populations.
AP reports a House Commerce subcommittee will likely approve a bill to standardize U S time across four main zones plus a new Atlantic zone. It would set uniform daylight saving dates from last Sunday in April to last Sunday in October and require federal agencies and common carriers to adopt the system.
