In Geneva the Soviet Union rejected an American plan to divide national territory into zones for sampling by international teams to verify disarmament. Valerian Zorin called the proposal unacceptable and warned it could hide espionage.
The Justice Department announces federal grand jury indictments in Dallas against Texas financier Billie Sol Estes for under stating liabilities in CCC grain storage reports. Robert Earl Clements of Amarillo is charged on five counts of transporting fraudulently obtained securities.
U S Senator B Everett Jordan urged North Carolina to enact enabling legislation so Kerr-Mills can cover seniors. He argued Kerr-Mills offers full medical care with federal matching funds and no pauper stigma, contrasting it with the King Anderson Ja vits plan.
Chicago AP reports Judge Perry issued a temporary injunction restraining railroads from applying new management economy rules during appeal. The stoppage could delay the 65,000 job cuts, a plan carriers aimed to begin next Thursday. The Brotherhoods will appeal to the U.S. Circuit Court of Appeals from Perry’s prior denial to outlaw the layoffs.

Recorder A N Durden Sr suspended $200 fines and 60 days in jail, placing them on probation for obeying city ordinances and good behavior.
