While away at a Denver meeting the Interior Department wooed her press secretary Kay Bailey with a higher salary for Congressional liaison work. Bailey, 27, UT law graduate, had been TV correspondent for KPRC Austin and joined Armstrong a week after interviewing her. Bailey remains with Armstrong at the committee.
