Communist troops have laid siege to the Dec Co Special Forces camp near Pleiku in South Vietnam for 64 days. A large Viet Cong para trooper force was sent in Tuesday to lift the siege but was driven back. Mortar fire from 500 yards away pounded the camp on Saturday as nine soldiers were wounded. Fire from mortars hit the camp seven times between Friday noon and Saturday late afternoon. Casualties were heavy among paratroopers and Montagnard strike forces. An emergency helicopter air lift transported wounded personnel to hospitals. Dec Co, built by American Special Forces in 1982, houses 12 Americans and is still under siege.

The filing says the 1890 constitutional convention aimed to disenfranchise Black citizens and that officials administered the tax discriminatorily.
