SAIGON AP The US Army charged eight Green Beret personnel with murder and conspiracy in the June slaying near Nha Trang. Col. Robert B. Rheault led the unit, with Majors Middleton and Crew, Capt Brumley, Capt Marasco, Capt Williams, Sgt Smith Jr, and CWO2 Boyle named among the accused. The case, under Army investigation, may go to court martial. The Green Beret commander Alexander Lemberes noted the surprise in a brief message to the unit.
The House tax reformers added 2.4 billion in tax relief mainly for low and moderate income recipients as debate on a massive reform bill begins. The package aims to raise 6.8 billion in extra revenue by tightening 27 tax preferences and would payout 49.2 billion in relief. Principal beneficiaries include the poor widows widowers and mature single earners. The bill shifts fiscal restraint to combat inflation by boosting collections by 4.1 billion against a 1.6 billion payout next year. Most relief takes effect in 1971 and 1972 with an extension of the income surtax for six months of 1970. Liberal attempts to amend surtax extension were blocked but Ways and Means approved relief for low and moderate incomes. The bill also cuts the oil depletion allowance from 27% to 20%.
