Fine Calls For Prisons Overhaul
SEATTLE Gov John S Fine of Pennsylvania urged a complete overhaul of the American penal system to reduce violence in prisons and push for uniform state policies. He called for a thorough study of convictions sentences inmate treatment paroles and rehabilitation and argued against costly new prison construction. He also stressed humane living conditions while maintaining firm treatment of prisoners.

Retirement looming Clark warns Reds may hold extra prisoners
General Mark W. Clark announced his retirement plans effective Oct. 31 after 40 years in the Army. He told reporters the United Nations has evidence the Communists hold more prisoners than the 3,313 they will exchange and estimated 2,000 to 3,000 additional American captives may exist in enemy camps. He said no large unit returns from Korea, and 3rd Marine Division troops will be stationed in Japan for rest and training.
