Immigration Bill Introduces Literacy Test and Exemptions
Kington April 28 The first comprehensive immigration bill since 1907 will come into effect Tuesday overriding President Wilson and reforms the immigration service. It imposes a literacy test for aliens over six years with exemptions for religious persecutions and allows the admission of certain relatives. It also permits skilled labor imports if local unemployment exists and excludes no nationalities, while not repealing the Chinese Exclusion Act.
