MIG Pilots Believed by US Officials in Saigon
American airmen in Saigon believe the MIG jets over North Vietnam are flown by North Vietnamese pilots trained by the Soviet Union. U.S. officials say the fighters operate from bases in North Vietnam, not China. Fliers have clashed with late model MIGs three times since Saturday, including an encounter 45 miles from the Chinese frontier. Most MIGs are based at Phuc Yen airfield near Hanoi, which has not yet been bombed by U.S. planes.

In New Orleans the Justice Department urged a uniform desegregation plan as a model for Southern federal courts. Assistant Attorney General John Doar submitted the plan to the 5th U.S. Circuit Court of Appeals, aiming for full desegregation by fall 1967 under a freedom of choice framework.
