London sources report a cabinet extraordinary session outlining a new compulsory military service bill. The plan includes mandatory physical training and elementary military instruction for men 19 to 21, while tobacco and sugar taxes rise to fund an arms heavy budget.
The Senate approved and sent to the White House a 508,789,824 military spending bill for the next fiscal year beginning July 1. Of the total, 94,737,281 funds modern fighter planes and 58,173,100 buys equipment such as rifles tanks and anti aircraft guns. The measure totals 7,116,986 less than the department's recommendation but 52,987,628 below the prior operation bill.
Clean re elected McLean of the Philadelphia bulletin was re elected president of the Associated Press. The Board of Directors elected Lansing of the St Louis Globe Democrat as first vice president and Stuart H Perry of the Act Telegram as second vice president. Secretary Kent Cooper assistant Secretary Lloyd Stratton and Treasurer L F Curtis were elected.
Arkovich arrived in Berlin on April 25 for continued conversations with Axis officials following talks in Venice. He flew from Belgrade and said he sought information on Axis rationing and planned no new Yugoslav commitments to Germany.
The Senate Foreign Nations committee heard that future American trade prosperity and security depend on the China Japan clash. Dr Waltz H Judd former missionary to China warned that a Japanese victory would push Chinese markets out of reach for U S exports and leave Japan as an unbeatable competitor in global markets.

President Roosevelt named William M. Leiserson of Ohio to join the National Labor Relations Board to replace Donald W. Smith of Pennsylvania. Smith’s term ended months ago after a recess appointment. Leiserson’s five year term runs from August 27, 1938.
The battleship New Mexico and the auxiliary healer Kanawha led the first ships of the U S fleet through the Panama Canal on April 25 after orders shifted most of the fleet from the Atlantic to the Pacific.
Four firms received charters from Secretary of State Thad Eure. National Insurance Management Corp of Burlington acts as agent for insurers. Wyeong and Miles Mill Supply Co of Greensboro is a general mill supplier with 1,000 shares. ACL Oil Co Inc of Elkin and Spurrier Oil Co of Charlotte receive petroleum trading charters with varying authorized shares and par values.
In Toulon France April 25 authorities opened an inquiry into suspected sabotage after the steamship Angers was burned at La Seyne shipyard near a naval base. Loss put at 200000 francs about 5200 dollars. Earlier fire hit the liner Paris at Le Havre and an Alsatian watchman faced arson charges.
The American Tobacco Company reported to Secretary of State Thad Eure that it paid the Durham law firm Fuller Reade Umstead and Fuller 1227.03 for services in the 1939 General Assembly. It also paid 27.03 for telephone telegraph and travel expenses.
The American Newspaper Publishers Association opened its 63rd annual convention in New York with an optimistic outlook. James G. Stahlman presided, plan included a World’s Fair preview and dedication of the Freedom of Press statue. Morning session focused on small city newspapers and featured John L. Stewart as chair.

The House Agriculture Committee voted 17 to 6 to table a cost of production farm bill. The bill, shaped as a substitute for the administration plan, would set farmer prices at cost of production plus 4 to 6 percent profit for crops domestically consumed.
Attorney General Harry McMullan will observe the High Point hydroelectric power hearing with potential to intervene as NC seeks to assert sovereignty over the Yadkin river. Governor Clyde Hoey says the state’s role hinges on whether control of the Yadkin becomes a determinative issue and cautions intervention if needed.

Testimony before Federal Judge Miguel Jantus described Nazi agents offering arms and money to spark an anti-government revolt in Patagonia. Dr Alberto Grassi, head of a Patagonia elevation committee, said agents aimed to turn dissatisfaction into provincial status for the 257,058 square mile region. Aquiles Igobone and the Das An were Deutschland group spoke on Nazi activity in Patagonia.
Warsaw reports a Warsaw press item viewed by foreign diplomats as signaling warmer relations between Poland and Soviet Russia. The Kurier Warszawski said Polish Soviet ties are improving and Poland’s interests are increasingly understood by Moscow amid Britain Soviet negotiations.
