President Roosevelt signs Kerr bill on tobacco compacts
Washington April 25 President Roosevelt today signed the Kerr bill authorizing tobacco growing states to enter into compacts for controlling production. The measure allows flue cured fre y and dark fire cured tobacco grown in Kentucky Tennessee Virginia North Carolina South Carolina and Georgia to form compacts without further action. Other tobacco types require congressional ratification. A cigar leaf compact would impose an import quota from Puerto Rico based on the best crop years of the last decade.
