The House meanwhile sent to the Senate a DUI bill easing lifetime license loss for a second offender and shortening revocation to three years with possible two year restoration, and allowing third offenders to petition after three years. The House also sent to the Senate a bill to license and regulate business, trade and correspondence schools by the State Board of Education.
A squall line spawned new tornado activity across eastern Texas Oklahoma and Kansas. Eight twisters touched down in Texas five in Kansas and five in Oklahoma. Flooding loomed along rivers Navarro Freeport Nueces Frio Trinity Sulphur and others. No injuries reported.

Washington reports the government index of living costs is set to rise for the seventh straight month. Major budget elements including food clothing housing and services have climbed since mid last year and are about four percent higher than last spring. The Labor Department's figure is expected to trigger automatic pay boosts for about 1.2 million workers, estimated to total around 75 million dollars annually.
