Highway fund surplus projection shocks state officials
Waynick warns that despite talk of a large surplus the highway fund credit balance may fall to about 2.6 million by July 1 and to as low as 377 thousand in 1937 if the general fund diverting continues. He compares the fund's near insolvency to private corporate standards and notes no reserve for replacement.

Waynick analyzes the April 1 highway fund balance of 13.72 million and projected July 1 figures. He notes estimated July expenditures of 15.35 million and additional revenue of 5.27 million, yielding about 18.99 million available versus 15.35 million in commitments. If general fund revenues fall short, a further 1.02 million must be diverted, shrinking July 1 surplus to 2.62 million, debunking highway fund fairy tales.
