On April 8 Justice Thurgood Marshall did not participate in a Supreme Court decision marking the second absence in three weeks. Marshall, the first Negro in the group, remains in good standing though, and questions about his nonparticipation arise. Justice L S A Marshall has disqualified himself from 40 of 54 decisions since appointment due to conflicts from past roles with the NAACP and as Solicitor General, though he still contributes to the court by authoring two of his fourteen decisions and handling many petitions, with work often stretching into Saturdays and Sundays.
The World Bank, formally the International Bank for Reconstruction and Development, is headquartered at 1818 H Street NW Washington DC with Paris offices and 106 member nations. It has a $23 billion subscribed capital, 508 loans totalling over $10 billion in 82 countries, and includes the IDA and IFC. London Bridge history notes Peter of Colechurch began work in 1176, completed in 1209, rebuilt 1825, survived the 1666 Fire, and is being moved to Lake Havasu City Arizona for $2.46 million with a $240 thousand reerection cost.

U.S. warplanes logged a 1968 high of 160 missions over North Vietnam on Friday, blasting bridges roads trucks and supply points around Vinh to Dong Hoi as weather improves and a curtailment policy aims to press Hanoi into peace talks. No planes were reported shot down and casualties rose in multiple skirmishes near Saigon Khe Sanh and Tay Ninh with 29 enemy and 19 U.S. Marines killed in four days around the Khe Sanh area.
An Army major reported that Viet Cong used bamboo vipers to booby trap caves for U S soldiers. He cited seven venomous snakes in the Southeast Asian theater and discussed bites, fatalities, antivenom development, and the deadly krait and cobras in Vietnam.
The FBI linked ex offender Eric Starvo Galt to James Earl Ray in the King slaying case. A fingerprint check suggested Ray and Galt are the same man, with warrants in Memphis for first degree murder and for violating King’s civil rights. Ray, a Missouri inmate, escaped in 1967 after a prior failed attempt in 1966.
The Senate maintained a 3 percent cut in the federal budget, trimming $660 million while defense procurement rose to $21.3 billion. The bill passed 54 to 3 after earlier votes to reduce the $1.2 billion more than last year. Critics, including Mansfield, warned against funding four fast deployment ships.
Defense Minister Nguyen Van Vy said a broad mobilization would enable a staged U.S. troop withdrawal by early 1969. He noted the law would draft 17 to 40 year olds, recall reservists, and even draft women, with self defense units forming to free regular troops for frontline duty. The plan, debated by the legislature, seeks to swell armed forces by up to 268000 beyond the current 678000.
