Senators split on forming an international police force after World War II. An Associated Press poll of 88 of 96 members showed 32 opposed, 24 favorable, and 32 undecided on committing the Senate and nation now to a postwar peacekeeping course through an international police body.
Washington April 19 John Q Citizen is due for visits by local war bonds volunteer salesmen. Treasury figures show over 9 billion subscribed, with 70 percent in less than a week, but much of the money has gone to big investors. Morgenthau notes small investors prefer Series E bonds paying four dollars in ten years. Senators Hill Taft discuss postwar cooperation and a United Nations lead. R Gregg Cherry announces Democratic governor bid, NC veteran candidate to be first World War I veteran governor.
Allied air forces struck Japanese positions across the Pacific in a new wave of raids. Kiska runway and camp were hit while Japanese planes were downed and ships damaged in the Solomons. Dutch fliers attacked Yenofei airfield at Koepang. MacArthur's air forces bombarded Kavieng and targets in New Ireland. RAF and British airmen hit Kaladan river valley and Arakan.
Raleigh April 1944 Governor Broughton announced the reappointment of Dr R D W Connor of Chapel Hill and Clarence W Griffin of Forest City as members of the Department of Archives and History for terms expiring March 31 1949 Dr Connor is board chairman.
A 20 year old shipyard welder, George Arnold Steele, was sentenced to 18 months in a reformatory for welding 660 inches of ship steel defectively at Bethlehem Fairfield Shipyard in Baltimore. He was one of ten arrested on suspected sabotage of ships amid wartime work. The judge warned war workers to grasp the importance of their tasks. The other nine suspects remain jailed on bail and face hearings April 22.
Washington April 19 Republicans backing the modified Rumi plan seek to skip an income tax year while Democrats favor applying 1941 rates to 1942 with amortized liabilities. The compromise committee, led by Rayburn and party leaders, remains split with Republicans pressing for greater one-year tax cancellation. Both sides agree on a 20 percent withholding on wages starting July 1 as part of any pay-as-you-go plan. Members: Doughton Cooper Disney Knutson Reed Woodruff.
British bombers raid Spezia for the second time in six nights targeting the Italian navy base. RAF fighters strike German destroyers at Lorient. One bomber missing. Italian fleet believed hidden at Spezia. Attacks extend to northern France freight trains and Sicilian targets. Casualty details at Spezia not yet known.
A Japanese government spokesman quoted by Berlin radio says Tokyo knows from where the American planes that bombed the capital a year ago originated. The broadcast links the Hornet as Shangri La, the base used by Major Doolittle and 79 fliers who struck Tokyo and other cities on April 18, 1942. The Hornet was sunk at Santa Cruz Island last Oct 26, with the Navy delaying loss announcements.
Allied air forces unleash raids across Germany reaching Pilsen home of the Skoda armament works as 600 bombers drop 1,500 tons of bombs. Mannheim Ludwigshafen and Koenigsberg targets also hit while 55 British planes are lost. Russians raid east Prussia with Danzig and Tilsit bombed.
Pravda dispatch from Moscow reports German ground troops in the Kuban Caucasus region reinforced by large air units to stem a Red Army drive toward the Black Sea. Soviet pilots claimed 25 enemy planes shot down and eight crippled in a single day as Germans pressed operations with infantry, tanks, and air support but faced heavy Soviet artillery and counterattacks. Romanian troops also fought in the Kuban, with hand to hand engagements favoring the Red Army.
Naval experts said German submarines may deploy mines in American coastal waters this spring or summer as part of their U boat offensive. Mines were used last summer but then limited. now authorities note increased effectiveness behind the shift and a broader mine strategy in the Atlantic theater.
Four congressional committees will hear a private preview of President Roosevelt's postwar world agriculture plan ahead of the United Nations food conference. Assistant Secretary of State Dean Acheson will brief a closed joint meeting of the Senate Foreign Affairs and Agriculture committees in Washington.
