The Army Air Corps issued a call for new officers to man 38 000 war planes authorized by Congress. About 400 commissions as second lieutenants in the regular army will be available with applications invited by May. Crown Prince Olaf and Crown Princess Martha of Norway sail for a US visit reaching New York April 27. A 150 person Orange County venire reported for the trial of Roy Kelly and three others on charges of killing two officers in Burlington on December 7. Judge N A Sinclair overruled a defense motion for a change of venue. defendants include Wade Hanford George Smith and Ralph Hanford.

He says his official views reflect the Alliance and denies reporting to the Third International that the Alliance marked a four year campaign success. He notes a $40,000 annual budget and $56,000 gross income for 15 months ending Aug 31, 1938.

Relief teams clear debris and aid the homeless as Arkansas, Kentucky, and Ohio brace for rising waters and road closures. In Ohio, residents evacuate Newport and Catlettsburg as crest predictions shift cooler weather may limit further damage.
James F. Dewey, Federal labor conciliator, accepted as mediator for the bi tuminous coal contract talks covering 338,090 miners in eight Appalachia states. After expiring March 31, mines have largely closed. Dewey met with eight miners and operators, then spoke to both delegations and planned a second session with the miners to push negotiations.
The National Maritime Union says a midnight strike over failed talks with four oil firms has tied up oil tankers along the Atlantic and Gulf coasts. About 5,000 crew members on 136 tankers are affected with 25 docked in New York as picketing begins at 22 ports. Companies affected include Standard Oil off New Jersey 78 tankers Socony Vacuum 38 Tidewater 12 and C D Mallory 8. Affected ships are exempted for now at Pennsylvania Shipping and Gulf Refining after a hire preference agreement.
Spokane, April 18. Three persons were killed and two wounded in a tourist cabin shooting. Sheriff Buckley said it was a double murder and suicide after an argument over property involving a former convict who had transferred to a woman. Dan Salinas, 45, a former Spokane cafe owner, shot Nora McElroy, 36, of Pierce Idaho, and Frank Lindt, 40, of Sandpoint Idaho, then killed himself.
Congress moves to strengthen deportation laws following the Supreme Court ruling on Joseph G Strecker an Austrian born restaurant operator from Hot Springs Arkansas who admitted Communist party membership in 1932 33 House members pledge new measures and expulsions for aliens who joined such groups while Labor Department lawyers review the ruling and no further action against Perkins continues pending.
Roanoke Rapids April 18 A two month old mystery was cleared when a Roanoke River canal was drained revealing the bodies of a missing man and woman. The auto rear seat victims vanished two months ago after a high speed wreck. Coroner T M Cooper ruled suicide and homicide. W C Ricks 43 planned suicide and had been under inquest for a boy run over by his car the day before.
Francois Hemuth Gruneberg a 26 year old French forester from Nancy was shot for espionage becoming the second person executed in peacetime under France’s anti espionage law of June 17 1938. He was arrested during the September crisis and condemned Jan 4 by a court martial of the 20th military area for obtaining military information for a foreign power.
Shanghai report notes Kuling resort in the mountains near Kinkiang fell to Japanese with minimal violence and 2 500 Chinese defenders escaped. Evacuation of 35 foreigners reduced foreign presence to a handful including 16 Americans last December. Mussolini aims to bring Hungary closer to Rome Berlin axis as Roosevelt peace appeal reportedly rejected by Italian conscience.
William Potter Lage, writer on international law, testified before the House Foreign Affairs Committee that he is inclined to agree Roosevelt named Germany and Italy as aggressors in his peace appeal to Hitler and Mussolini. Senate hearings also discussed extending the neutrality act cash and carry provisions beyond April 30 amid European tensions.
