Raleigh April 16 Under a new law the state Alcoholic Beverage Control board now regulates beer dealers. The ABC board creates a malt beverage division with an administrator and inspectors to enforce rules. Applicants for permits must notify authorities and the public, endure hearings if objections arise, and comply with new licensing by June 30. Restrictions include past felonies, moral turpitude crimes, and prior revoked licenses. No beer may be sold between 11 p m and 7 a m.
Detroit report on new steps to forge chemical bullets to kill cancer. About a half dozen chemicals slow cancer growth in mice, with some from may apple plant. Most are toxic. human value unknown. Findings note atomic arrangement affects efficacy and interference with cancer cell enzymes.

Raleigh April 16 legislative session shows two major issues resolved liquor and road financing while school funding remains stalled. Governor Scott endorsed a road program tied to a $200 million rural bond vote after the senate blocked bond separation. ABC store elections nearing compromise but school funding remains in dispute with a $21 million cut debated.
Gov. Scott accepts a modified 200 million road bond with a bundled one cent gasoline tax. Voters will likely see the bond and tax on a June ballot with ratification expected in about a week. He notes the legislature adopted a program different from his proposal but treats it as vital to progress.
The Catawba River near Horseshoe Bend overturned a small motor boat killing C Alton Butler and leaving Charles K Watterson Jr 19 missing. Butler was recovered two hours later while Ira and Lawrence Temple reached shore. Watterson was last seen in a boat near the Buster Boyd Bridge with the craft later found bottom up near Copperhead Island.

A large cliff section of about 300 feet that loosened in Wednesday's Seattle area earthquake plunged into Padget Sound near Salmon Beach Tacoma Washington. An eight foot wave crashed ashore tearing a dock and boats and scaring residents. no injuries were reported.
