Police halted a planned teen gang clash in Brooklyn as about 40 youths fled when two patrolmen appeared. Five juveniles aged 12 to 15 were detained, each armed with improvised swords and aluminum breast plates. The youths claimed no gang name and planned to clash with a group calling itself the Chaplains.
The General Services Administration lists North Carolina cities as labor surplus areas for government procurement. Atlanta region will set aside bids for firms in surplus areas with emphasis on small businesses but includes larger firms. Cities named include Asheville Durham Fayetteville Hamlet Kinston Mount Airy Rocky Mount Rutherfordton Forest City Shelby Kings Mountain and Waynesville. Prices must align with bids from firms outside surplus areas.
Washington officials report March retail sales fell one percent and personal income declined by 300 million dollars annually, both improvements from February and supporting Eisenhower’s claim of a slowing decline. The March annual personal income stood at 341.4 billion, down from 341.7 billion in February, with wage and salary payments dropping 1.1 billion due to layoffs and shorter hours.
Captain Marvin E Kemp of Kilmichael Mississippi was found guilty at a general court martial of assault and related conduct against a 14 year old Korean boy named Kim Choon Il. He received a $200 monthly fine for six months a reprimand and a six month ban on command posts. The sentence awaits automatic review. The boy was seized Feb 25 at the 8th Army aircraft maintenance center in Ascom City where Kemp oversaw shop maintenance.
In a New York court Horacio L. Quinones nearly drank from a glass believed to be water but contained epsom salts used by Assistant District Attorney Burton B. Roberts bathing his finger. The judge admonished both sides as Roberts spoke up, Quinones adjourned, and the defendant lost the rent gouging case.
New Orleans report links pelvic X rays in late pregnancy to higher child leukemia rates. Study compares 80 leukemic children and 70 others with 300 controls from unirradiated mothers, noting one in five expectant mothers received radiation.
The United States quickly denounced as unacceptable a Soviet proposal for opening preparatory talks for a Moscow summit. The White House announced the reaction as President Eisenhower and Secretary of State Dulles studied a note from Moscow. Western allies urged ambassadorial talks to set the stage for foreign ministers and a summit conference.
Rebels led by Fidel Castro apparently eluded a government ambush in eastern Cuba as clashes occurred in the mountains near Havana. After a burst of activity surrounding uprisings in Havana and Santiago, fighting slowed significantly.
A 30 year old man from Ft. McClellan Alabama is in critical condition after drinking methyl alcohol tainted illicit whisky. One man died and others hospitalized. Six men were arrested on bond for selling the bad whiskey as police continue investigations.
Groton Connecticut naval history notes the 58th anniversary of the U S Navy submarine program. The article compares the Holland the first submarine 54 feet long and fueled by gasoline to the atomic Skipjack 250 feet long and powered by atomic energy. It explains design shifts from surface oriented long slim hulls to compact underwater capable shapes. The Skipjack is due to launch May 26 demonstrating the new shark trend begun by the Holland.
Mrs. J. S. Wagoner of Gibsonville has been chosen North Carolina's Mother of the Year. Gov. Hodges presented a citation at the governor's mansion. The 59 year old grandmother will travel to New York next month to compete for the national title. She emphasizes patience and calls family life a partnership, noting the importance of a good husband. Wagoner, a former Guilford County farm agent's wife, is a 4-H leader and Home Demonstration Club member.
Los Angeles reports Lana Turner appears at the coroner inquest into the stabbing death of her former boyfriend Johnny Stompanato. Cheryl Turner, 14, is alleged to have held the knife and faces a juvenile court hearing on April 24 with possible custody outcomes.
Burlington North Carolina doctors report U S Senator W Kerr Scott is "sick but better" after a heart attack. He slept well, has no chest pain, comfortable breathing, steady temperature near 100, and remains on oxygen under care. The 62 year old former governor is on a low salt soft diet and under constant observation.

Washington The Navy says it has developed hardware to fire the Polaris missile underwater and propel it into the air for rocket ignition. Rear Adm. W F Raborn notes ongoing tests even before submarines are built, citing demonstrations of dummy missiles from beneath the Pacific. He calls the launcher Pop up and contrasts it with the land fired Pea shooter used in earlier testing. Robert E Gross lauds Raborn for Polaris being ahead of schedule.
Shelby's meter mechanic Weldon Allen says motorists should use their cutting hand to insert coins and the same hand to twist the meter handle. Using the other hand causes loss of time and parking duration according to Allen.
