The measure, sent to the Senate, aims to place the prisons system under different funding and oversight, amid protests from Rep. Roger Kiser who warned of deterioration. The House also set January 1 1962 as a deadline to halt dumping of raw sewage or industrial wastes into the Neuse River and defeated an attempt to exempt Lenoir County from the waste provisions. A companion effort to stiffen penalties for highway racing, using plain clothes officers and possible car confiscation, followed two fatal weekend crashes in Franklin County.
