Food Stamp reform proposal would end cash purchases

President Carter seeks to hold food stamp benefits for most recipients and end cash purchases from the program. The plan would disqualify about 600,000 families, cut benefits for 1.58 million, keep or slightly raise support for 3.26 million, and bring 880,000 additional households into the program.
