The Dow Jones average fell 4.14 to 920.91 at noon, while the NYSE index slid to 57.64 and the AMEX price index dropped to 24.10. Bill To Reorganize Highway Board Introduced To Assembly

Democrats in North Carolina move to reorganize the Highway Commission with a bill creating a Board of Transportation and a Secondary Roads Council. It would place authority over staff and policy partly in the legislature and governor, while keeping the secretary as ex officio chairman. Change Sex Ratio Says Scientist

LONDON AP A British scientist proposes a boy birth pill to shift sex ratios as a quick fix for population growth. Prof John Postgate of Sussex University in New Scientist argues rapid female majority would curb growth and a 90 percent male birth pill could accelerate this shift. He notes prejudice for male children exists across many peoples and foresees polyandry or queen-ant treatment of women if women become scarce.
