Liquor Webb law not criminal says Attorney General

Washington June 19 Attorney General Mc Reynolds ruled that the Webb law forbidding interstate shipments of liquor into dry states is not a criminal statute and cannot be prosecuted in federal courts. The law merely bans such shipments and enforces state prohibitions in interstate commerce. The decision clarifies the law’s purpose to let state laws operate on liquor moving across borders. This is the first federal interpretation of the Webb law, once deemed unconstitutional by Taft and Wickersham. The question of constitutionality may reach the Supreme Court.
