New Employment Plan Centralizes War Labor in U S
The War Labor Policies Board approved a plan effective August 1 to channel all common labor recruiting for war industries through the U S Employment Service. It creates 13 federal districts, local labor boards, and state quotas to prevent labor poaching and ensure local supply for war needs. Some exceptions apply for railroad and farm labor and small establishments.
