Deregulation in Texas Power Markets
As of 2001 deregulation allows TXU and Reliant to adjust rates without regulator approval, expanding options for consumers. Edges of the state keep regulated utilities like Entergy and Southwestern, with large customer bases in El Paso, the Panhandle and other regions. Municipal utilities and cooperatives largely stay out of competition, while ROSE warns that deregulated areas show higher rates.
