President Nixon and Leonid Brezhnev moved talks to the Western White House to complete a longending communique covering nuclear disarmament and European troop cuts. The two leaders flew to California, met for cocktails and a private dinner, and planned to finalize a 20 page document amid discussions on NATO, the European security conference, and mutual balanced force reductions. An aviation agreement to increase U S Soviet travel was expected to be signed, tied to ninth pact of the summit, with earlier accords already signed on nuclear risk reduction.
Charles Colson says he warned H R Haldeman in January that John Mitchell and John Dean III were involved in espionage planning and that payments to defendents were being raised. Haldeman downplayed the concerns and denied knowledge of the coverup, with Colson noting the clash occurred before the public Watergate revelations.
