Two Die In Mini-Sub After 31 Hours Trapped
In Key West the Johnson Sea Link minisub freed from the wreck of the destroyer Fred T. Berry after 48 hours entrapment, two crewmen in the rear chamber were pronounced dead. Clayton Link and Albert Stover had been unconscious since Monday morning. Forward chamber survivors were Robert Meek and Archibald Menzies, both reported fit after rescue.

His body was found April 15 in a pond on his Kiel area farm after an extensive search begun March 4. Manitowoc Adopts Cat Licensing and Rabies Rule
The Manitowoc Common Council adopted an ordinance requiring cat licensing and rabies inoculation, to take effect January 1 1974. The measure passed 10 to 1 with Alderman Marvin Horschbach the lone dissenter, and Alderman Walter Koepke having vetoed a prior version. The rule requires owners of cats or dogs over five months old to obtain a license from the city treasurer, with fees of 1 dollar for unspared animals and 2 dollars for spared animals. Manitowoc To Settle Pollution Fine
The Manitowoc Common Council voted 10 to 1 to authorize City Atty. Paul Lawent to settle a pollution abatement suit with the state.
