Colonel Frank L Smith of Dwight addressed a Marshall County audience in Lacon claiming Illinois taxpayers are robbed by the spoils system. He urged a state budget system, argued tax growth from 16.9 million to 46 million in ten years, and said he would seek the governor’s post to reorganize taxation and expenditures. He criticized rival candidates Lowden and Hull and urged voters to support the candidate with results.
