Henry council vote increases water rates effective July 1 1965 with residential and commercial brackets rising and penalties for late payments. The move funds improvements and expansions including main extensions to Riviera Park and Herschel Robison subdivision while preserving a reserve fund for emergencies.
Enrollments at Toluca High School were never as low as rumored. Clark Heuer states the drop in agricultural enrollment was exaggerated while he was away at a NSF Institute in Wisconsin. A former FBI agent and attorney briefed the Toluca board. In Putnam county a new Oldsmobile wagon will be awarded to the Kenneth Whiles family by Murphy's Market Pepsi Cola contest. Cigarette taxes rise August 1 to seven cents for minors and three cents per pack for others.
Joseph Magelli delivers a lengthy statement to Henry’s city council outlining his mayoral duties. He defends appointment decisions, discusses zoning and trailer ordinances, opposes liquor licenses, and vows to govern with an eye toward orderly growth and public welfare.
Henry city council raised the non metered residential rate to 2 dollars a month matching Lacon which previously set residential rates at 2 dollars. Lacon uses revenue bonds to fund its water tower and has about 750 residential users versus Henry's 800. Lacon and Henry share no meter use for residences while some commercial users are metered.
Flora Duran-Retana of San Jose Costa Rica will arrive Aug 25 to live with the Finfields and attend Henry-Senachwine High as a senior. The AFS program funds most costs with local support contributing about 60 percent. Flora joins Norio Okubo as the second AFS student at Henry.
City Council approves eight nominees for a nine member planning and zoning panel to extend zoning authority beyond city limits. Mayor Magell submitted the names including Don Vandiver as chairman designates. Arthur O'Brien named for rural environs with final ninth member to be chosen.
Marshall county supervisors discuss planning and zoning for Henry and county wide growth. Hammond outlines interim zoning before a comprehensive plan, cost estimates 9000 to 12000 with two thirds federal funding, city share about 4000, and emphasizes land use and staged zoning. Rock Island Railroad's Elbert Smith urges industrial site retention and interim zoning. school buses arrive for Henry Grade. Rotarians from Lacon attend luncheon with local leaders.
