Law tightens coal ash rules and cleanup funding expansion
A North Carolina bill proposes converting or closing coal ash ponds including intermediate risk impoundments by 2024 and 2029 deadlines, enacts a moratorium on ash used as structural fill until 2015, and strengthens permitting and monitoring. It requires Duke Energy to solicit concrete industry use of ash, speeds wastewater discharge notices to 24 hours, funds 25 enforcement jobs, imposes a 0.03% regulatory tax, and allocates 1.75 million to the Coal Ash Management Commission and DENR.
