Treasury secretary Morgenthau proposes a six percent profit limit on all corporations during the emergency to curb inflation. Earnings above six percent would go to the government to fund defense. He urges rapid passage of a price control bill and opposes wage freezes and wage ceilings.
London reports Allies agreed on a framework for a great food and supplies pool to aid hungry Europe after the Nazi yoke. British Foreign Secretary Eden urged early relief, while U.S. Ambassador Winant vouched for its usefulness, despite Soviet caution to focus on winning the war first.
President Roosevelt likely to request a repeal or major amendment of the neutrality act next week. Senator Connally argues American ships should sail to any port, noting Germany’s attacks on ships outside combat zones undermine the act’s rationale. He urges eliminating combat zone limits while preserving munition export controls.
Houston reports a tropical storm driving 100 mph winds across the Gulf coast causing 5.5 million in rice crop damage and widespread destruction. Three dead, many injured, Bayshore homes wrecked, and Houston City sections left without power as 800 Texas guardsmen assist law enforcement to curb looting. The storm veered northeast before looping back toward Texas near Sulphur Springs.
Washington dispatch says a White House luncheon for the Duke and Duchess of Windsor, scheduled for tomorrow, was postponed due to the illness of Mrs. Roosevelt’s brother G. Hall Roosevelt. The president and Mrs Roosevelt notified the duke of the postponement and plan to host them on their return from Canada. The visit includes a reception at the National Press Club and Willard Hotel reception, with the couple en route from the Bahamas to a Calgary ranch in Canada.
The Exenciated Press reports a seamen strike terminating after eleven days freed 25 ships for defense and lend-lease transport. The Seafarers' International Union and ship owners move to mediation. 13 local New York members vow to rejoin when crews are needed. The AFL Sailors' union also releases five ships in New York harbor amid wage demands.
At the Omaha food show on September 24 the loneliest booth showed the old fashioned way to bake a cake as husbands lingered. Meanwhile women packed the macaron i dinner booth where a complete meal was demonstrated with easy heat and serve steps.
Acting President Ramon Castillo blamed radicals and nationalists for a failed uprising in Argentina. The chamber, dominated by radicals, opposed a $13 million loan, while conservatives withdrew. Government measures against an air force coup included grounding planes and guarding airfields as court martial proceedings began for arrested aviation officers.
British naval authorities claim one in five Axis ships attempting to reach North Africa is sunk and half of Italy s merchant tonnage has been sunk or damaged. Two 24 000 ton Italian liners carrying troops and supplies boosted monthly losses to over 150 000 tons. More than twenty Italian ships have been sunk by British forces. Since entering the war Italy has lost about 30 percent of her merchant tonnage with another 20 percent damaged.
Berlin reports from Zagreb indicate Serb outlaws in a southern mountain stronghold have killed 104 Croat soldiers and officers. Attempts to reach Zagreb by telephone were met with a busy signal and a note that the line is disturbed. Authorities threaten bombing if the outlaws do not surrender.
A Pensacola based Navy flight crew of four was killed when their aircraft, caught in rain and wind, crashed three miles southwest of Bay Springs Mississippi. Names listed on bodies include Jesse Wilcon Warrington Florida T C Carter Pensacola Florida B B Barbour and R Oldaker. More than 200 onlookers witnessed the crash as the plane emerged from a heavy cloud and went down.
Butte Rocky Mountain Sportsmen's Association yesterday secured permission to audit Montana Fish and Game Department books. W. B. Frame and Jack Shone said members want to verify if money is spent legally. Dr J. S. McFarland did not oppose, proposing joint auditing with a deputy examiner. Open records policy noted. dispute centered on outside auditor use and Pittman Robertson project funds.
In Anaconda on September 24 a 62 year old resident, Mrs Katherine E Jones, was fatally struck at a downtown intersection by a hit and run vehicle. Witnesses said the car bore Silver Bow county butter license plates and the driver fled the scene after the impact. She had come to Anaconda from Helena in 1908 and was dragged about 50 feet. The death marked the 13th Montana traffic fatality this year.
Montana forecast calls for mostly cloudy skies with light showers on Thursday. Friday shows partly cloudy conditions, warmer in the west and central areas, with the east of the divide experiencing similar warmth.
Springfield report: John Hodge, Sangamon county oral rehabilitation director, learned what it feels like to be a millionaire for a brief time. He bought a cashier's check for 200 dollars, later found it incorrectly made out for 1,000,200 dollars. Bank officials were glad to receive the check back.
German and Soviet forces engaged in heavy fighting around Leningrad as Germans pressed into suburbs and bombers struck Russian positions. Moscow reported Murmansk remained in Soviet hands after a second failed German push, while Berlin claimed baiting and street fighting near Leningrad’s outskirts continued.
New York on Sept 24 reported thousands of workers stranded in two Manhattan towers as elevator operators walked out. In the 62 story 500 Fifth Avenue building and Salmon Tower with 42 floors, employees faced stairs up to 60 flights. By 4 15 p m management in both buildings had six of eighteen elevators operating with guards and other staff filling operator roles.
Norman Winestine president of ngelman’s and former member of the Committee on Cultural Relations with Latin America reports eight weeks of talks in 11 South American republics. He says about 80 percent of the general population favors the United States while army and administration leaders urge neutrality, fearing Nazi victory would force dealings with him. The trip, via Pan American Airlines, included meetings with ambassadors, business leaders and writers to gauge South American sentiment.
Japanese forces push south along the Henkow Canton railway toward Changsha amid heavy Chinese resistance of about 200,600 troops. A northwest Canton push targets General Han-Mu’s forces in a large pincers action, while Chinese bombers attack Yochow 100 miles north of Changsha with no damage reported by Japanese commanders.
Unofficial returns from a Tuesday special senatorial election show Rep. Wall Doxey of Holly Springs leading to fill the late Pat Harrison’s unexpired term. Doxey, 49, a six term House member since 1928, held a wide margin over Rep. Ross. Final figures indicate Doxey with about 58,626 votes to Ross’s 58,?24.
