Intermittent patrols between American forces and Bolsheviks on the north Russian front describe a campaign focused on movement and mosquito forests. Two Americans bombarded the enemy while a Bolshevik plane was captured after dropping bombs on an American village. Americans appear predominantly active as frontier lines extend with rail repairs advancing quickly. Washington discusses nationwide wage stabilization plans tied to industrial agreements and government priorities to maintain production and fair wages during the war.
Kington Sept 24 the national lottery which will determine the order of call for 13 000 000 men aged 18 to 45 who registered Sept 12 likely will not be held before next week. The drawing will apply to all 13 million, but 18 to 19 and 36 to 43 age groups wait for classification after 19 to 36 receive questionnaires. Only five states report totals. registration may exceed 12 778 000 if trends hold.
Associated Press reports in New York that two more army officers were named at the federal trial of Felix Ganled the promoter and David L. Podell the lawyer, under indictment with Captain Aubrey W. Vaughan for conspiracy to defraud the government in raincoat contracts. Special agent Daniel Davidson testified he heard Govld refer to Colonel Hirsch and Major Schofield of the quartermaster's department as involved in the contracts.
American raiding parties seized 29 prisoners and two machine guns in the Woevre. General Pershing's communique also notes three hostile raids in the Woevre and Vosges were repulsed, with the report received at the War Department.
A. C. Townley and Marck P. Bates were escorted from Britton to the Day county line by about 200 citizens after authorities prohibited them from addressing a gathering. They continued their tour toward Webster, with a convoy of Britton automobiles following to the county line.
Horace Mann, paid organizer for the Non Partisan League, is jailed in Gooding awaiting federal action after admissions of opposing the war and draft as unconstitutional. He came from northern California two months ago and says he has long been a socialist and wrote a socialistic book. He was invited to Idaho by the league’s national secretary.
Roy Lancaster, known as Kansas City Blackie and allied with the Lewis gang, is killed after a long gun fight with police and a soldier. His brother Warren Lancaster was captured as they barricaded in a two story house. Three officers and a soldier injured amid hundreds of shots during about an hour long battle.
Spokane August 24 Eleven more alleged I W W members were indicted by the federal grand jury on conspiracy to obstruct the war effort. W E Hall and Guy Chesley were seized August 20 with I W W literature, while seventeen others were arrested after a local park meeting.
Wichita Kas Sept 4 The federal grand jury returned a new indictment against more than nine I W W members including Wm Dit Haywood Arthur Booz Richard Brazier and others serving long sentences at Leavenworth They face five counts of conspiracy against the government and 35 members are listed as co conspirators The latest indictment also names F H Little former I W W executive committee member lynched in Butte Montana last year

T O Hammond vice chairman Lewis and Clark county executive committee urged all subscribers to fund the Fourth Liberty Loan to the limit of their means and for more individuals to subscribe than in prior issues. Washington reports a total loan of 6 billion dollars with allotments to counties and corporations likely smaller to favor broader individual participation amid heavy war taxes.
Mrs John S M Neill announced the fourth loan campaign teams for the Lewis and Clark county women’s Liberty Loan organization. The roster lists captains and members including Mrs R R Purcell, Mrs J L Higgins, Mrs C H Rick Kiliney, Mrs S McKennan, Mrs RO Kaufman, Miss Sarah Fower, Miss Ann Fortune, Mrs Will A Campbell, and others with team leadership by Mrs Tra Wight Mrs Marguerite Greenfield and Mrs Wilbur Plum among signatories.
Nearly 3000 new Spanish influenza cases were reported to the Surgeon General, raising total army camp cases to about 23,000. Reported deaths reached 112, mainly from pneumonia following influenza, with pneumonia totals hitting 390 across all camps.
New York reports Secretary William G. McAdoo declares at a rally that the United States must subscribe at least six billion dollars for the fourth Liberty loan. New York district share stands at 1.8 million or 30 percent of the issue. The loan bears 4 1/2 percent interest, runs twenty years, maturing October 13, 1938, with redemption optional after October 15, 1933.
Washington announces final terms for the fourth Liberty loan to fund amid the greatest loan in history. Subscriptions begin three weeks from next Saturday with bonds at 4 1 2 percent interest, maturity in 20 years, and a possibility to redeem in 15 years. District quotas set for state and local apportionment.
London Sept 24 Two British aviators hiding in one aircraft forced 69 Germans to surrender and led them across No Man’s Land to the British lines. The pilot dived firing a machine gun, killing one and wounding three, as German troops panicked and raised a white flag. The pilot then landed within 30 feet of the ground and ordered the Germans from the trenches, circling to ensure none escaped.
The Non Partisan League grows in strength across the northwest and into Kansas. Leaders aim to win three or four states in the next congressional elections. The quarrel centers on class warfare rhetoric and alleged pro Germanism.
