President Roosevelt told a Marshalltown crowd that he views methods only as tools to achieve his aims. He said he favors methods that help reach his program goals and noted his current westward trip to seek the best ways to carry them out.
Senator Wheeler predicts a fight over President Roosevelt’s plan to reorganize the Supreme Court. He tells reporters the proposal could be defeated unless more than a few senators back the move. Wheeler, a Democrat from Montana, calls the plan inconceivable and says the president will renew the fight if not supported. The interview was given during his visit here.
President Roosevelt agreed to receive this weekend a committee from the Tri State Yellowstone Park Civic association seeking to reopen Yellowstone National Park, which had closed after funding ran out. He will meet them during his Yellowstone stay, with the request granted by Secretary McIntyre.
Washington Sept 23 There is no report yet from Gov Rey J Ayers and a Montana delegation led by him following talks with federal officials on contractual details for Montana water conservation projects funded by the Public Works Administration. The group, including Mrs Warden, expects announcements the next day after meetings in New York and Washington.

Montana greets fall with winterlike weather as rain and snow spread across western counties. Helena reports its first snow of the season though it melts on impact. Billings records the state’s heaviest rainfall at .83 inches while higher elevations see significant snowfall and heavy cover on mountain passes. Snow blankets Mammoth, Dunraven and parts of Red Lodge Cooke City highway with accumulations up to several inches.
Santa Monica. Sept 25. Irvin S Cobb notes hydrophobia panic in hot weather affecting dogs and people. He recalls Towser and Ring incidents where dogs acted provoked by heat not malice, calling for better understanding and jokes about cures.
The Nichi Nichi warns the United States will suffer greater damage if it tries to restrain Japan’s bombings of Nanking. It says protestations by Britain, the United States, and Russia ignore legalities and reflect real aims, insisting restraint worsens the crisis.
The American Legion chose Daniel Doherty of Woburn Massachusetts as national commander at its 19th convention in New York. John Johnson of Montana was elected a national vice commander amid a slate including Stephen Chadwick of Washington and James R. Mahaffey of Hawaii. The gathering endorsed a platform backing personal liberty, opposing communism and cults, and urging legislation to curb violence and deport those who advocate government overthrow. Roosevelt sent greetings and visions of absorbing unemployment into commerce and industry as a path to national prosperity.
Nashvilla Tenn September 24 Tennessee voted overwhelmingly to retain its prohibition law in a referendum. Supporters hailed the victory as the end of repeated attempts in the legislature to legalize liquor, while opponents called the measure meaningless.
Malta Sept 23 Ada Burwell six, on trial in circuit court for murder of her husband George Burwell sixty seven. He was shot near their home in White Water Anguat 24, Mrs Burwell testifies she knew nothing of his death as the couple lived apart in the northern Phill- [text continues].
Shanghai dispatch reports Japan air forces striking numerous eastern Chinese cities with Canton bearing the worst blows. Some 2000 casualties reported in two days, Nanking avoided major raids but nearby towns felt the bombardment. Weather and Allied air activity unclear as raids press outward toward the Yangtze frontier. fragmentary notes indicate further damage along the lower Yangtze.
Nov 2 Berlin dispatch reports German leaders speeding south to greet Mussolini in the capital. The three day Berlin visit will highlight fascist fraternity with Adolf Hitler presiding at the opening ceremonies in the party headquarters.
Lawrence Richey, secretary to former President Herbert Hoover, stated in New York on September 28 that Hoover is not a candidate for the Republican presidential nomination in 1910. He dismissed reports Hoover had refused to rule out running and said Hoover is not interested in any particular candidate, focusing instead on building up the party.
Astington Sent. 28. A split sentiment among Republican National Committee members surfaced over holding a national party convention before next year’s congressional elections. The committee referred the issue to the full RNC, which will meet in early November. Chairman John Hamilton also claimed the idea as his own and said he would present it to the executive committee. Hoover’s recent magazine article had brought the proposal into public view.
