Washington May 10 The American Federation of Labor proposed that President Roosevelt appoint a commission to devise methods for controlling prices. Rapidly increasing prices threaten recovery by holding down production, the federation said, and until production rises there is little hope of returning about 9,000,000 unemployed to work.
